Shui Hu Feng Yun Zhuan

I found this video on Tudou of an arcade version of the Mega Drive beat 'em up Shui Hu Feng Yun Zhuan (水滸風雲傳) released by Wah Lap in 1999, which as far as I know is undumped, and doesn't really seem to be documented anywhere:

The MD version (which is dumped), was developed by Never Ending Soft Team of Taiwan, originally released in 1996 and then re-released in 1999, so this was a port from MD to arcade and not the other way around. I guess given the origins it probably is running on some kind of MD-derived hardware though.

There are surely plenty of other Chinese/Taiwanese arcade/gambling/mahjong/medal games that are undumped and are not documented yet (though people like dyq and bnathan have helped tremendously over the years...)

I'd guess it's the same Wahlap, you can see the edge of their logo in the bottom left at the start of the video and it looks the same.

Yeah, no doubt - I only stumbled across this one by chance, and only because I have an interest in Taiwanese/Chinese console games and the Mega Drive version is quite well-known and well-regarded as far as these things go. If even this could slip under the radar for so long, I'm sure there are plenty more obscure titles out there that don't have the benefit of a console version to raise awareness.
