misc: optimized wrong placed chd routine
misc: version.ini/docs updated for new homepage
fixed: "upgrade / downgrade" messages are wrong sometimes (again)
fixed: wrong sets statistic count for sets which only consists of nodump rom + chds + bios roms ;)
